Time to Call the Cops in Lottery Scandal
Governments got into the "numbers racket" to take it away from criminals and to use the proceeds to fund hospitals, social programs and worthy community projects. The idea wasn't for governments to become the criminals, or, at the very least, to countenance criminal activity right under their noses. And yet that is what has happened to the government-run lottery system in Ontario, according to a devastating report yesterday by ombudsman Andre Marin. And it could be happening elsewhere in Canada.
